That's a really ugly cover if you ask me...

Going to give this a listen sooner or later though.

It's terrible lol - the robot hands are the worst part but it's just way too busy

Exactly, it's just a mismatch of different parts from their albums quickly thrown together in Photoshop. Parts that don't work together and make the cover look way too busy, like you said.

Dream Theater never really had the best taste in cover arts, just look at A Change Of Seasons or Awake, I'd say their best cover is Octavarium and the art is just big metal balls floating over a plain

True, they have had some really spotty ones throughout the years. There are a couple that I like though. Train Of Thought, Octavarium, Metropolis Pt. 2, A Dramatic Turn Of Events are quite solid imo. But then the ones you mentioned and others like their debut are pretty bad.

Ugly cover aside, Dream Theater's performance on this is really good. LaBrie singing Portnoy's vocal lines on Nightmare to Remember is really something!
The only thing I would have changed is swap out one or two of Distance Over Time songs for some older songs - Metropolis Part I would have been a fitting encore and a throwback to Live Scenes from a Memory.
