Hardly. Yes, it's useless in a lot of black metal, but more modern stuff generally has pretty decent bass. Check out Mayhem's Chimera, Marduk's Rom5:12, or Immortal's newest for decent bassy black metal.

And I think Frost by Enslaved is a bit bassy black metal.... Yup, I understand what you mean.
