This isn't about the best guitar solo, but your favorite one, and explain why it's your fav.

Mine is the one of Fatal Tragedy (Dream Theater). It may not be Petrucci's best, but I love it because it begins quite powerful, then he plays some sort of different "extracts", and finally that amazing progression until the end of the song.

I know that this is mainstream, but Mick Thompson's "Psychosocial" solo; the first half shows off his shredding skills, and the second half (helped by the rest of Slipknot) brings an emotional response to the listener. It's powerful and shows off his skill.

Favorite guitarist this decade for me has to be Jorn Viggo Lofstad in Pagan's Mind, Jorn and Beautiful Sin. If the PM solo in "Intermission" (also see "Shine Eternally" ) doesn't send chills your way, you are not human. Every album is full of epic guitar wizardry and atmospheric ass-kickery!

Also I really dig Arjen Lucassen in the Universal Migrator series.
