I've listened to few albums by Shining, and from what I heard I think I enjoyed II the most, specially songs like, Annu Ett Steg N?rmare Total Utfrysning, Dod, and Svart, so I voted for II.
"V - Halmstad" is one of my favourite albums ever. It has everything a Shining album needs. The lyrics are great, the music is catchy as hell, yet depressive and Kvarforth's vocals are better and more emotional than before. Let's not forget that "Låt oss ta allt från varandra" is one of the best songs ever and has the best lyrics ever written in my opinion.
People will probably throw razorblades at me, but I think the second best album by Shining is actually "VI - Klagopsalmer".

DODGE, BITCH!
III wins by a microscopic hair. V is catchier, I dig Kvarfoth's vocals more and it's just more varied and interesting overall, but III is just a piece of chocking, oppressive sickness in it's purest form.
It's very close between IV and V for me... I voted V in the end though. I've only been into this band for maybe half a year, so I don't know their discography inside out, but III and VI are also very good...
Never gave a fuck at this band, as I hate depressive Black Metal.

They shake your hand and they smile and they buy you a drink
They say we'll be your friends we'll stick with you till the end
But everybody's only looking out for themselves
And you say who can you trust I'll tell you nobody

They went more prog and the songwritting overall got more complex without losing their original touch, which can't be said about the albums that came after that are just going downhill, no passion now.
I have to give the albums a new listen but right now it feels like III, IV or V are the best ones to me.

So do I but III has something special about it. You could give it a go and see what you think. I can count how many DSBM bands I like on one hand and still have digits left over.
