Which of the Pantera studio albums from 1983-1988 are the least bad?

The first three are actually quite good US Power Metal, no they are NOT glam, although the band looked it.

The least bad? As in the best? Probably none of them. Add all four of those albums together and you aren't left with anything worthwhile.

They're all pretty good, though I'd say that the first two were pretty glammish (although that's not a bad thing). I'd actually pick this Pantera over the other one (as in Diamond over Dimebag).

Early Pantera was superior to everything Pantera did after Cowboys, aside from the shitty Metal Magic. Power Metal is their best album; basically sounds like a speed/thrash album, followed by Cowboys, which does the groove/thrash deal right. TGST was pretty good though.
