You could just hover around restaurants in malls gathering people's leftovers, it's technically living off the land.

We can fish rivers and lakes, but need a rod license, fishing licence and often a club membership depending on where you want to fish. I think you can fish out at sea without a licence, not too sure about that though.

My grandparents more or less lived off the land since they retired until they got to about 90 years old when they couldn't do it anymore. Hunting, farming and fishing... Drove into town to get milk once a week...
