One could say this is very obscure for a reason. Rise To Offend is simply bland, average and uninspired and the production is just plain awful. There's barely anything worth remembering here, maybe back in the day before internet was a thing and music like this wasn't always that easy to get, this must have felt way more interesting for at least some people than what it actually is.
