Maybe I misunderstood, but you seem to be confusing time signature with tempo?

Ohh so the time signature doesn't really matter ? can I take it any tempo I want ?? well because you know how in some songs they'll give you like the beats per measure , like it will say a number like quarter =128 ..

You mean beats per minute (bpm), i.e. you play (or the metronome beeps) 128 quarter notes in a minute, which would fall in allegro(?) in the Italian tempo markings.

If there are neither Italian nor bpm tempo markings, I guess you have to pick the tempo according to your own judgement

You can play and practice everything in any time signature after a steady beat in any tempo!

Mines even has an option to replace the beat with a womans voice

I wish there was an option to replace it with blastbeats
