It depends on whether it benefits those in power. They want the system that benefits them the most (like everyone else, but the difference is that they have the power).
@ScreamingSteel Sure, not every country may decide to accept a better system when it becomes available, but surely the top country will, otherwise it wouldn't be the better system.
