I felt that the list is more towards the "shogaze post stuff" rather than the more normal atmospheric black metal stuff, like Skagos.
Actually, it is "more towards the "shogaze post stuff"", you're right. I agree that Ast would not really fit in this list, but I found this song/album rather different from Ast and quite shoegazy (Have to admit that I listened to it only once though). Lokaeda posted a bandcamp link for Anarchic where you can listen to the song, check it out
And thanks for your suggestions, I'm gonna listen to them as soon as I have the time to

I don't know if she wants her list to be a "best of" or an encyclopedia
Well, this is not gonna be a counterpart to the ballad list with hundreds of bands. For now I try to point out some bands that I think people interested in this style might like.

Oki was not sure about your intentions with this one.

Listened to some of those bands during the evening, and indeed some are really worth digging deeper! Walknut to name just one ^^

Some recs:
Alda - :Tahoma:
Nice fucking call for this...I am not a huge black metal fan at all but this stuff is the shit. Has post metal moments in it, that's probably why I dig.

If you like Alda there's a sea of similar "Cascadian" black metal bands (basically like pagan/atmospheric black metal with an ethereal feel focused on themes of nature) that employ the same elements used in their sound.

If you want a shoegazy list, then Coldworld must be on it.

Got a good one for you...
The Seven Mile Journey - Notes For The Synthesis (2011)
Terrific , gloomy, depressing post-rock standing out in a genre that's soooo over-saturated.

Blackgaze remains relatively young, so quality is as hard to find as a diamond in a sea of coal, and unfortunately I've yet to find a diamond large and gleaming enough to quench my greed, but there are some that have come quite close, and thankfully you've listed them, there's one you've missed however; it's Crooked Necks - Alright Is Exactly What It Isn't.
You could also add Dystopia Nå! - Syklus, it's comparatively decent.

Haha yeah, I haven't been updating any of my lists for ages but when I discovered that album I just had to, it's phenomenal
