I don't see a 10 as "perfect in everyway", but more as in "I couldn't find anything to change". Doesn't necessarily mean it's "perfect", but I wouldn't know how to make it better myself.

Everyone rates albums differently. I'm also of the opinion that 10s should be rare, but I don't judge people who give out 10s often anymore

Most of the albums id give 10s to are certainly not perfect.

10/10 should really be as rare as hen's teeth. I'm probably a bit overgenerous myself but a 10 should be perfect in every way.
