Second, what I was wondering was - is it a cover if Robert Fripp participated in the creation of the original song? I'm over-thinking it, I know.

My two Cents:
By saying it's a Bowie cover he honours the artist and songwriter (to be very precise: just 50% of the duo as Brian Eno was involved, too) AND he lessens the importance of his own input. That's quite a sign of modesty and firmness of character if you ask me.
